Shibuya City and ZeLo have established a partnership to support overseas startups and entrepreneurs to enter into the Japanese market.
From October 7, 2021, ZeLo, a Foreign Law Joint Enterprise, is partnering with Shibuya City to support overseas startups and entrepreneurs that want to enter into the Japanese market, including by establishing businesses in Japan.
Why we partnered with Shibuya City
Overseas startups and entrepreneurs face many challenges when establishing a presence and commencing business in Japan, such as understanding Japanese laws and regulations, systems, customs, and language differences. To help address these challenges, it is essential to create an environment that makes it easy for overseas startups to establish their business operations in Japan.
Shibuya City provides a one-stop service "Startup Welcome Service" and grants "Startup Visas," which are a special residency status for up to one year for overseas startups and entrepreneurs. The aim of these services is to encourage and cultivate a variety of startups in Shibuya City.
ZeLo’s cross-border team has members qualified to practice law in Japan, the United States, and Indonesia, who can support overseas startups and other companies that want to enter the Japanese market.
With this partnership, Shibuya City and ZeLo will use their combined experience to create an environment that facilitates the activities of overseas startups and entrepreneurs in Japan, as well as promotes and enhances the formation of a startup ecosystem in Shibuya City.
Support Packages for establishing of businesses by ZeLo
We offer packages to startups to support the establishment of their businesses. We provide support in Japanese, English, and Bahasa Indonesia for the process of establishing Kabushiki Kaisha (Co., Ltd.) or Limited Liability Company (LLC / G.K.).

- Application for Registration of Incorporation
- Preparation of Initial List of Shareholders or Members
- Explanations of local idea/knowhow/characteristics under Japanese Laws
- Provide training opportunities, mainly in Japanese Laws
In addition, support packages are available for startups as their businesses grow, we can handle capital increases by investors, design stock options, apply for and search for trademarks and patents in Japan and overseas, handle litigation and arbitration, and provide IPO support plans.
